I-35 Capital Express Central (CapEx Central) is a major Texas Department of Transportation initiative reconstructing approximately eight miles of Interstate 35 through downtown Austin. The multi-billion-dollar program includes roadway lowering, drainage tunnel construction, managed lane additions, and extensive utility relocations within one of the most infrastructure-constrained transportation corridors in Texas.
Overview
While supporting Texas Gas Service at ENTRUST Solutions Group, David Fuentes led gas utility engineering design for approximately seven miles of the corridor. The work included utility conflict analysis, relocation design, and coordination of construction-ready engineering packages for multiple gas systems spanning low-, intermediate-, and high-pressure infrastructure.
The project required integrating gas utility relocations with phased roadway construction, drainage tunnel installations, right-of-way expansion, and active utility operations while maintaining compliance with utility standards and TxDOT requirements. The resulting designs supported the safe, coordinated relocation of critical gas infrastructure within one of the nation's largest urban transportation reconstruction programs.

Urban Farm Phase 2 is an approximately 86-acre mixed-use development in Bozeman, Montana, consisting of residential, commercial, park, and open space uses within one of the region's fastest-growing development corridors. The project required coordinated delivery of electric and natural gas infrastructure alongside roadway improvements and permitted utility crossings under municipal, state, and federal oversight.
Overview
While working at NorthWestern Energy, David Fuentes led electric and natural gas utility planning and construction coordination for Urban Farm Phase 2. The work included underground electric distribution planning, utility routing, developer coordination, construction oversight, outage planning, and system energization supporting new residential and commercial development.
The project required integrating utility infrastructure with roadway improvements, developer-installed construction, highway and waterway crossings, and existing utility operations while coordinating with municipal agencies, the Montana Department of Transportation, and the U.S. Army Corps of Engineers. The completed infrastructure provided reliable electric and natural gas service to support long-term growth within one of Bozeman's fastest-growing development corridors.
